Evaluating the Impact of the Next Education Workforce Model on Student and Teacher Outcomes

Project Description

This study evaluates the impact of the Next Education Workforce (NEW) model, a strategic staffing approach that redesigns how teaching teams are structured to better support students and educators. The model includes differentiated roles, team-based teaching, and the use of technology and additional staff to extend teacher reach and improve instructional delivery. While prior descriptive research suggests improvements in teacher satisfaction, retention, and instructional quality, this study aims to generate rigorous causal evidence on both student and educator outcomes.

Using a quasi-experimental event study design, the research will leverage staggered implementation of the NEW model across schools and grade levels within a large urban district. The study will compare outcomes for students and teachers in grades that adopt the model to those that have not yet implemented it, using longitudinal administrative data on student achievement, attendance, and retention, as well as teacher evaluation ratings, retention, and satisfaction. Additional analyses will examine how specific elements of implementation and school-level conditions influence effectiveness. The study is designed to provide evidence on whether strategic staffing models can improve outcomes at scale and to inform future adoption and refinement of the model.

Research Questions

  • What is the impact of the Next Education Workforce model on student outcomes, including math and reading achievement, attendance, and retention in school?
  • What is the impact of the model on teacher outcomes, including retention in the district, evaluation ratings, and satisfaction?
  • Which aspects of implementation and school-level conditions are associated with stronger impacts, and for whom is the model most effective?
