Project Description
This is a descriptive study that sought to understand the degree to which school districts used high-quality instructional materials in 2022, as well as the factors associated with the adoption of these materials. The authors defined “aligned” high-quality instructional materials as core comprehensive ELA, math, and science instructional materials that met expectations for EdReports’ review criteria (which align to college- and career-ready standards and other dimensions of quality, such as supports for diverse learners). The study leveraged data from EdReports reviews, copyright dates, ESSER spending reports, and data from the RAND Corporation American Instructional Resources Survey (AIRS) on curriculum use, teacher perception, and school context.

Key Findings
The study reported that in 2022, 36 percent of teachers were using at least one aligned ELA curriculum once a week or more, representing an increase of 10 percentage points over 2020 and 2021. Forty-eight percent of teachers were using at least one aligned mathematics curriculum regularly in 2022, which was an eight percentage point increase from 2021. The study identified three factors contributing to these increases: 1) greater availability of high-quality instructional materials in the market; 2) teachers preferring these materials and findings that they better meet their needs; and 3) the pandemic-related federal cash infusion districts received, which provided the necessary capital to purchase high-quality instructional materials.
